Kitui County Assembly member Cyrus Musyoka Kisavi, representing Ikanga/Kyatune Ward, was arrested in Nairobi on Monday, June 3, 2025, over the alleged KSh1.9 million mobile phone accessories theft from Buscar Courier Services, as per the Directorate of Criminal Investigations (DCI).
The missing consignment was reported on February 8, 2025, and the investigators claimed that the CCTV footage incriminated the man as one of the suspects. In its statement of June 5, 2025, the DCI reported that the camera captured Kisavi, the MCA of Ikanga ward, as he left the premises with the parcel with the logo of a Mombasa client.
“Arrest of the accused follows a positive identification of the suspect in a CCTV footage of the crime scene which captured him leaving with the consignment destined to a client in Mombasa,” the police Special Investigation Branch said.
According to the police, Kisavi was spotted in River Road, Nairobi, near Buscar Courier Service offices. The company’s security guards apprehended the MCA and took him to the Central Police Station. They claimed that his status as an elected official was discovered at the station, and he was transferred to the detectives in charge of the Mombasa Division for further examination.
However, it is yet to be seen if the missing consignment will be found or if the MCA will be convicted for the alleged crime. At this point, the MCA is still found guilty of theft by the police, and the case is yet to be concluded in the Court.

The MCA is also accused of other unrelated cases, which started in the first half of 2025. According to the police, in February 2025, Kisavi was charged in Kitui in relation to the fabricated motor vehicle ownership documents and a KSh2,212,000 claim for reimbursement of vehicles’ costs by the county assembly.
In the Kitui case, the MCA was accused of presenting false pretenses to acquire legal ownership of the vehicles, forgery, uttering, and false claims. He was released on a bond of KSh500,000 after denying the allegations.
Moreover, according to the DCI, their Coast region detectives are handling the Buscar Courier Service case, as the MCA is alleged to have committed the crime. From the police reports, the crime scene does not directly implicate Kisavi in the commission of the offense, as he was seen leaving the parcel with a Mombasa client’s logo at the scene of the crime. However, the MCA might have engaged in other illicit activities in relation to the case.
The media has also reported that besides using the alias ‘Wa Mathina,’ Kisavi was allegedly involved in other crimes, such as the theft of mobile phones and facing court cases. Nevertheless, these are not admissible evidence to prove that the MCA is guilty of the KSh1.9 million Busca Courier Service theft.
In conclusion, the main allegations levelled against Kisavi include the misappropriation of a parcel valued at KSh1.9 million, which was supposed to be delivered to a Mombasa client. The main evidence used in the case is the CCTV footage, which captured the MCA leaving the premises with the consignment. However, the police reports do not give a definitive conclusion of the case, and the MCA could be found guilty of the crime.
