The Directorate of Criminal Investigations (DCI) has outlined what it describes as major breakthroughs in the investigation into the murder of psychiatrist Dr. Victoria Nthunya Mutiso, alleging that serving police officers played central roles in the killing and revealing that former Deputy President Rigathi Gachagua communicated with one of the key suspects under investigation.

Speaking during a press briefing, DCI Director Mohamed Amin said investigations had uncovered a network of individuals allegedly involved in planning, financing and executing the murder. He stressed that the findings were based on forensic evidence, intelligence gathering and witness statements collected during the investigation.

Among those named by the DCI was Inspector Kenneth Kipkemboi Sang, the officer in charge of Nderi Police Post under Kikuyu Police Station. Amin alleged that detectives had identified Inspector Sang as the link between the alleged financiers of the murder and the operational team that carried out the attack.

“Inspector Kenneth Kipkemboi Sang, the officer in charge of Nderi Police Post under Kikuyu Police Station, has been positively identified as the link person between the financiers and the operational team, as well as the source of the murder weapon, and this officer is currently on the run,” Amin said.

According to the DCI, investigators also arrested Police Constable Elijah Kibelion Kimoi, who is attached to Karinde Police Post. Amin alleged that forensic evidence places the officer at the scene of the crime and that detectives believe he fired the shots that killed Dr. Mutiso.

The DCI further named Rose Mbinde Mulwa and her son Christopher Mulwa as the alleged principal financiers of the murder. Investigators also identified Daniel Mwangi Njoroge and Kelvin Ngugi Kinuthia as suspects accused of coordinating logistics and facilitating the movement of the team allegedly involved in the killing.

Amin said detectives recovered a Mini Jericho pistol, which was subjected to ballistic examination by the National Police Service Forensic Laboratory. According to the DCI, forensic analysts matched the firearm to spent cartridges recovered at the crime scene and to a bullet recovered during Dr. Mutiso’s post-mortem examination.

The DCI boss described the alleged involvement of serving police officers as a serious breach of public trust.

“This is a grave betrayal of the uniform and the public trust,” Amin said, adding that investigations would continue until all those involved are brought before the courts.

In a separate development, Amin disclosed that detectives had established communication between former Deputy President Rigathi Gachagua and one of the principal suspects in the case.

“What came out very clearly is that Hon. Rigathi Gachagua was in communication with one of our main suspects in this matter,” Amin said.

The DCI Director further alleged that investigators had established communication between Gachagua and a boda boda rider linked to the investigation. However, Amin did not accuse the former Deputy President of participating in the murder or announce any criminal charges against him.

Instead, he questioned why Gachagua had chosen to publicly discuss information relating to the investigation rather than sharing it directly with detectives.

The remarks followed public statements by Gachagua in which he claimed to possess information about the killing and accused investigators of attempting to shield police officers allegedly involved in the crime. In response to the DCI’s claims, Gachagua rejected the allegations and challenged investigators to record his statement at his residence in Wamunyoro instead of summoning him to DCI headquarters.

The murder investigation has attracted significant public attention because of the alleged involvement of serving police officers and claims that the killing was orchestrated through a coordinated criminal network. According to the DCI, investigators relied on forensic analysis, ballistic examinations, CCTV footage, intelligence reports and witness accounts to identify the suspects.

The case also highlights growing cooperation between forensic experts and criminal investigators in handling complex homicide investigations involving multiple suspects and alleged organised criminal activity.

The investigation remains active, with detectives continuing efforts to apprehend Inspector Sang, who the DCI says is still at large.
